OpenAI, after months of deliberation, has allowed the U.S. military access to ChatGPT, which continues to develop the relationship between Silicon Valley companies and government security agencies.
The deal allows the Defense Department to use ChatGPT on a newly developed platform for its employees called GenAI.mil. This is part of the larger trend in D.C. to use artificial intelligence as a part of military operations while there is a continued concern regarding whether or not it is ethical to do so and how safe it would be to employ these technologies.
An important aspect of the negotiations between OpenAI and the Pentagon was the demand from the military that OpenAI would allow them to use AI tools for any lawful purpose. Including this clause gives tech companies little control over how their products may be used.
This was a controversial point at OpenAI, as several employees objected to the use of their products by the military, based upon the fact that they do not view this use to be in accordance with the company’s original purpose. However, after an extended period of discussion, company leadership approved the contract, using the current safeguards that are in place with the current edition of ChatGPT.
Unlike several other competitors, Open AI did not create a new version of ChatGPT specifically for the military and the Pentagon will be using the same ChatGPT that is publicly available with respect to the policies already in place for safety precautions as well as not currently being clearable for use in programs that require a top-secret clearance, thus limiting the type of programs that the military may implement ChatGPT into.
The Complications of Working with Other Businesses
Some AI companies have refused to comply with the military’s requests for cooperation. An example of this is Anthropic’s Claude chatbot. Anthropic has asked the military not to use AI for autonomous weapons and to discontinue any AI-based domestic surveillance.
The Pentagon rejected these requests and Claude is not accessible on GenAi.mil.
Both the Pentagon and other institutions (with the exception of the military) have accepted AI’s use – including the use of AI by Google and xAI in military operations. Therefore, the Pentagon has allowed Google’s and xAI’s AI system to be expressed in classified networks at mission planning, intelligence collecting, and weapons coordinating commands.
Analysts caution that if an AI generates erroneous or fictitious information in classified networks, the results will be catastrophic, causing numerous deaths.
Military officials assert that using AI to analyze massive volumes of data and to make more accurate decisions can enhance military efficiency.
Both the military and the private sector have concerns regarding an appropriate balance between private industry prohibiting the military’s use of their AI and military’s requirements for operational flexibility.
As long as they comply with U.S. laws, companies argue that they should not disturb the military’s use of AI tools.
OpenAI states that the current agreement is only for unclassified systems. New negotiations would need to take place to expand the agreement.
The White House has urged cooperation between technology and defense companies, arguing that it is necessary from a national security and global competitive standpoint.
A Turning Point for AI and War
This deal also demonstrates the growing global debate about the role of artificial intelligence in waging war.
Increasingly, modern conflicts involve the use of drones, cyber weapons, and automated systems. AI is becoming an integral part of military strategy, but critics of rapid development and deployment believe that without strong oversight there is a higher risk for unintentional escalation or errors made with AI.
Recently, Donald Trump proposed changing the Department of Defense name to the “Department of War,” which indicates a more aggressive security policy.
