For Congress, the need for intervention from the high command regarding the ongoing leadership crisis in Karnataka has become critical in establishing the party’s stability and credibility as a democratic political entity. The ongoing clash between Chief Minister Siddaramaiah and Deputy Chief Minister D.K. Shivakumar is a direct reflection of the continued instability within the political landscape of Karnataka. Furthermore, both leaders are currently preparing to hold important discussions on their respective strategies at the Congress headquarters in New Delhi, and there is considerable media attention surrounding both sides.
The supporters of both Siddaramaiah and Shivakumar have differing views about what leadership should look like for Congress moving forward. The intensity of this crisis has escalated because both groups perceive an advantage for Congress through their respective claims. This ongoing battle has also presented major challenges to Congress which the high command must address prior to the start of winter legislative sessions, otherwise, the fallout from this event will have a lasting negative effect on Congress’s standing as a political entity and will further damage internal unity.
Sources within the Congress party indicate that both Rahul and Sonia Gandhi will be meeting with both leaders in order to prevent a continuation of the escalation of the conflict and to maintain the integrity of the state government in Karnataka. This conflict stems from an informal agreement made by Siddaramaiah and Shivakumar at the time of forming the government in May 2023.
Congress wrestles with a growing leadership rift.
According to this agreement, an opportunity for a leadership transfer from Siddaramaiah to Shivakumar during the current term as agreed to. Supporters of Shivakumar now argue that the Congress party should adhere to the agreement as originally outlined, while supporters of Siddaramaiah argue that the establishment of continuity is an important strength for both governance and public trust. The ongoing disagreement has resulted in multiple trips between Karnataka and New Delhi by both leaders and much intense lobbying as well as numerous public statements of support and opposition.
As factional violence rises, so does the expectation of an impending solution. Shivakumar has sent three MLAs to Delhi using a night train to put additional pressure on the Congress High Command for leadership change. These MLAs include well-known members of the party such as Iqbal Hussain, Basavaraj Shivaganga, and Kadaluru Uday. The collective action taken by these MLA’s is an overt sign of an attempt to influence the High Command before negotiations commence. Additionally, Shivakumar has met with K.J. George, a senior minister who is aligned with Siddaramaiah and a Congress party member. Meeting with George shows that unofficial communications are occurring between the two competing factions. These communications demonstrate how deep the fissures are within the party.
High-command pressure mounts.
Siddaramaiah has recently reiterated his position regarding being a good leader for the Congress Party, as well as a good person regarding his followers. The Congress High Command will determine when Siddaramaiah can be replaced as party chief; however, he has communicated that he believes that his supporters believe in him as a good leader for the party, indicating that he feels that he should be able to complete a full-term of being a good leader (5 years). Through that, he believes that by being a long-term leader for the Congress Party, it will provide a stable and supportive environment for the Congress Party.
On the other hand, the Shivakumar faction disagrees with Siddaramaiah, citing that Congress should follow through with their commitment to provide leadership changes; Congress cannot provide efficient leadership by delaying leadership changes, thereby undermining the integrity of the party as well as the trust of its members. Every faction believes that it is working for the betterment of the long-term future of the Congress Party.
What Each Faction Needs From the High Command
Shivakumar’s supporters want to see leadership change quickly, because they believe that any delay will continue to divide the party further. Supporters of Siddaramaiah believe that the party must continue under the same leader, and that sudden changes to leaders will have destabilizing effects. The conflicting views of the two sides have affected how they communicate internally and how they act politically.
How This Disagreement Will Affect Congress At A National Level
The recent success of Congress in Karnataka has been one of Congress’ largest victories in the state since the most recent national elections in 2023. If there is any perceived instability in Karnataka, it will impact Congress’ standing nationally. Congress must therefore quickly return to exercising control over their members and create a long-term plan for Congress’ future as they move into the 2024 winter session . The final outcome of this internal conflict not only affects Congress’ long-term objectives and identity, it will also show how Congress is capable of solving its internal problems.
