According to the rules, discrimination is defined to be very comprehensive, including, among others, implicit, indirect, and structural discrimination, as well as OBC community protections in every single region in the United States. However, previous drafts of the rules were controversial due to the absence of OBC communities in the most recent draft. Each institution must also create an Equal Opportunity Centre, which will have responsibility for overseeing outreach and the reporting of complaints related to discrimination, as well as the creation of an equity committee.
