An impending upload signified an important change. The government of India came out with new guidelines on the National Song of India. There was no formal announcement for this directive. However, the nature of the order does lend it a large degree of authority and significance.
The Ministry of Home Affairs issued several instructions on how to sing “Vande Mataram”. These duties include clarifying the protocol to be followed when singing together with the National Anthem, “Jana Gana Mana”. The directive establishes the sequence in which the two National Songs can be performed together, as Vande Mataram must be preceded by the National Anthem.
The order also requires that all six stanzas of Vande Mataram be sung, since the total duration of the official recording is 3 minutes and 10 seconds. While the Government published the guidelines to enforce decorum, States and other authorities are required to comply with the protocol. The order is to apply to all Government functions/ceremonies in every State and the National Capital, and it will also apply to schools/educational institutions.
Vande Mataram Guidelines: When the National Song Must Be Played
Ceremonial occasions are officially recognized by the government. Presidents host the event with their own musical performances. Ceremonial entrance and exit from this type of event. Presidential speeches will have it before (in the interest of time) and afterward (for the purpose of the audience being able to participate) . Implementation to be done during civil swearing-in (e.g., these ceremonies).
The ceremony for flag raising will have the national anthem sung as a group. May start daily activities according to established guidelines, provided by the Director’s Office. Recommend coordination and delivery of all parts of the performance through the use of a choir. Attendees are to remain in a position of attention while attending all performances. However, in the case of film, there will be limited exemptions. In conclusion, the new Vande Mataram guidelines mark a significant shift in how national symbols are observed at official events
Guidelines for Jana Gana Mana and ceremonial decorum
The Ministry outlined guidelines as general guidance to be followed by the public; these include the following:
1. The need for respect and appropriate decorum.
2. That when the national anthem is played by a band, a roll of drums will be sounded before the band plays it to inform the audience that the anthem is being played.
3. That the officials may prepare printed copies of the lyrics for public distribution.
4. That there is to be encouragement by the government for mass participation.
5. There was no public announcement by the officials regarding the change.
6. The order of the national anthem is not only a ceremonial tradition but also has no precedence with respect to any other tradition.
7. Some may perceive the changing of the national anthem as an assertion of the government’s authority.
8. Others may consider it to be a reaffirmation of the culture of the nation.
9. Each state/territory will now have the authority to implement these guidelines.
