President Volodymyr Zelensky renewed calls for US security guarantees for Ukraine following talks with Donald Trump, seeking binding commitments to deter future Russian aggression. Ukrainian President Volodymyr Zelensky presented President Donald Trump with Ukraine’s request for long-term security commitments from the U.S. that could last up to 50 years as part of talks between the countries. In addition, President Zelensky stated that Ukraine has received only 15 years of proposed long-term security commitments so far, and asked that the U.S. provide a longer-term, binding security commitment.

He stated that the U.S. Congress’s approval of long-term security commitments to Ukraine would increase the level of credibility associated with the commitment(s). Also, President Zelensky stated that Ukraine’s future security arrangements must include long-term protection against Russian aggression. President Zelensky hoped that approval by the U.S. Congress of long-term security arrangements would give Ukraine more confidence in its future security arrangements. Further to this point, he also mentioned that Ukraine’s aspirations to become a member state of the European Union must also include a long-term security framework. Ukrainians cannot depend on only temporary diplomatic assurances to protect their future.
Peace plan talks test the scope of US security guarantees to Ukraine
During their recent meeting in Florida, President Trump and President Zelensky discussed 20 separate points for a proposed peace plan to help bring about an end to the four-year war being waged by Russia in Ukraine. President Trump indicated that both sides (Ukraine and Russia) had made substantial advancements toward achieving a mutual agreement. Both men also agreed that some key elements (e.g., borders and security measures) remain unresolved.
President Zelensky stated that he does not and will not agree to any Russian request for Ukrainian withdrawal from the Donbas region, and that Ukraine would not accept any request related to a territorial compromise made under external duress.President Zelensky raised concerns regarding economic demilitarized zones and asked how they would be controlled and who specifically would be responsible for enforcing security obligations within those zones. In spite of their disagreements, President Zelensky stated that the negotiators have come to an agreement on the majority of technical issues.
Trump-Putin Contacts Shape Diplomatic Momentum
President Trump stated that he and President Putin of Russia had several long phone conversations and that the discussions were productive, but he did not elaborate on what was conceded during those calls. The Kremlin has stated that they are arranging for President Trump and President Putin to have another phone call shortly. In the meantime, President Putin has publicly instructed Russian Forces to continue to apply pressure on the battlefield.
President Zelensky of Ukraine said that Ukraine is looking to schedule further discussions with its European allies in January 2024, and he proposed creating a multilateral forum composed of representatives from the United States, Europe, and Russia to discuss Ukraine’s future. President Zelensky has also indicated that a referendum should be conducted in Ukraine before the final agreements are completed, and he believes that a sixty-day ceasefire would allow for the required democratic consultations.
