The Council approved the proposal by majority vote. 13 Council members voted for the proposal. 2 Council members, Russia and China, abstained from the vote. In addition to Bahrain, 130 other countries supported the proposal. In the strongest terms, the Resolution condemned the recent attacks that were carried out against Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates and Jordan. The Council stated these attacks represented a violation of International Law and constituted serious threats to Security. The Council called for the immediate cessation of the attacks and for Iran to cease all provocations immediately.
